As Public Administrator of Platte County years ago (1981 to 1995), I came to know Rhea as a colleague and friend. She worked with the "early day" pioneers of the Missouri Association of Public Administrators to convince the Missouri Legislature to provide for salaries for the office. She was a joy to know and we will miss her.
